Can I refuse a gastational diabetes test in the state of AZ?

My midwife told me this was a mandatory test for me to take in AZ. She used to be able to talk her way out for clients, but now the state requires it. I really don't want to do this.

It is the 1 hour test without fasting. You mentioned all tests can be refused. She said there's no way around this...is this true?
